Rice congratulates Obama on US victory

An emotional Secretary of State Condoleezza Rice said that as an African-American she is "especially proud" that Democrat Barack Obama has been elected the first black US president.

Rice told reporters Wednesday that Obama was inspirational and Republican John McCain was gracious in defeat. "You just know that Americans are not going to be satisfied until they really do form that perfect union," she said. (AP)
