Mediator proposes return of ousted Honduran leader

Costa Rican President Oscar Arias is giving Honduran negotiators a plan to end a standoff between rival claimants to the presidency.
Arias says ousted Honduran leader Manuel Zelaya should return to power at the head of a reconciliation government and that presidential elections should be moved up a month to October.
Arias says in a statement he is also proposing a general amnesty for all political crimes committed before and after the June 28 coup. He says Zelaya should give up control of the armed forces a month before elections. (AP)
