The Israeli Council for Higher Education ICHE says that 25% of Israel's academic personnel are living overseas, making Israel the world's largest "minds exporter."
Speaking at a Knesset's Education, Culture and Sports Committee meeting, Council representatives said that the country's academic personnel was comprised of 4,000 senior staffers and scientists working for various universities, and that an additional 1,000 were living abroad.
