The UN chief says he fears the deterioration in Afghanistan's security and politics will be "irreversible" without a new UN-led civilian effort to help build the nation.
Ban Ki-moon told the Security Council in a report Monday he also recommends that NATO's International Security Assistance Force appoint a senior civilian to improve coordination of its political and development efforts. He cited a need for reinforced international coordination of civilian efforts under "a United Nations umbrella," with the head of the UN mission maintaining overall responsibility. (AP)
