Clinton ties US security to better aid delivery
US security depends on a new approach to international aid and Washington must break with dictatorial policies of the past as it dispenses billions of dollars in assistance, US Secretary of State Hillary Clinton said Wednesday.
"In the past we have sometimes dictated solutions from afar, often missing our mark on the ground," Clinton said in a speech. "Our new approach is to work in partnership with people in developing countries." (Reuters)
