The police arrested two foreign citizens living in Jerusalem on suspicions that they are members of a gang operating in Sinai and Israel to kidnap African refugees for ransom.
An investigation revealed that those who could not meet the gang's demands for ransom were submitted to gruesome torture at specialized camps set up on the Egyptian side of the border. The torture often resulted in serious injury or death. (Efrat Weiss)
