Russia's top military officer says that Moscow and Washington are likely to sign a new nuclear arms control deal soon.
Gen. Nikolai Makarov said in televised remarks Wednesday that negotiations between Moscow and Washington were "very complicated," but the negotiators have reached agreement on most issues relating to the deal. (AP)
