Civil Administration personnel attempted to confiscate a bulldozer in the West Bank settlement of Yitzhar after noting, during a routine tour of inspection, that it was being used, violating the construction freeze. Clashes broke out between the settlement residents and the police who accompanied the inspectors.
The settlers claimed the work was for a legal home, and that construction was begun before the freeze. "Again it has been proved that Yitzhar is the red rag for those who hate the settlement enterprise because it flies the settlement flag with pride." (Shmulik Grossman)
