Civilian deaths are rising, Afghan government says

The government says the number of civilian deaths caused by fighting in Afghanistan last month rose by a third compared to the previous year.
The Interior Ministry said Sunday that 173 civilians died from March 21 to April 21. That's a 33% increase over the same time last year. (AP)
