Germany and Russia are proposing a new security committee to establish ground rules for joint civil and military crisis management by Russia and the European Union.
German Chancellor Angela Merkel and Russian President Dmitry Medvedev told reporters after a meeting outside of Berlin on Saturday that the constant contact between the EU and Russia needs to progress to a higher level. (AP)
