Serbia makes progress in EU effort

Serbia took a step forward on Monday on the road to joining the European Union, with EU governments rewarding its improved cooperation with the U.N. war crimes tribunal for former Yugoslavia.
EU foreign ministers agreed at a meeting in Luxembourg to start implementing an accord with Serbia known as the Stabilisation and Association Agreement (SAA), a prerequisite of any further assessment of a country's prospects for membership. (Reuters)
