Officer charged with beating arrested teen

Teen falsely accused of drug possession later raped, 'enslaved' in prison; parents consider leaving Israel

The Justice Ministry's police investigations unit filed an indictment Sunday against an officer from Karmiel, charging him with beating a 17-year old boy he arrested.

After the arrest, the unfortunate teen was falsely accused of drugpossession and then abused in the prison in which he was held. Two other arresting officers were also charged Sunday with aiding their colleague and giving false testimony.

The incident took place in 2009, when the teen was arrested on suspicion of holding a small amount of marijuana. The officer, 38-year old Amir Rabah, is charged with verbally abusing him during the arrest and then moving on to physical abuse after the teen called him "stupid" in response.

The three arresting officers brought him back to the station, where Rabah allegedly placed him in the interrogation room and asked whether the teen still thought he was "stupid". After receiving a positive answer, the prosecution says, he beat the youth again.

After the court remanded his arrest, the youth was detained at Kishon Prison, where he underwent abuse from fellow prisoners who made him their "slave", raped him, and punched a hole in his ear with a wire. The indictment against him has since been canceled due to "extenuating circumstances".

The youth's family immigrated to Israel just a few years ago, and the parents are now considering returning to their home country because of their son's travails. The father told Ynet Sunday that the recent progress in the case looked like "the light at the end of the tunnel".

He said what had concerned the teen and his parents was that the officers were still at large, and that his son worried he would be arrested under false pretenses again. "They should pay for what they did," he said.
