Only two months before the Israeli air attack of Syria in 2007, which reportedly destroyed a nuclear project, Mossad chief Meir Dagan told the US that Israel has no intention of attacking.
According to a WikiLeaks report, Dagan told then-Homeland Security Advisor Frances Fragos Townsend in July 2007 that Syria was expecting an attack that summer, and even though Israel plans no such attack, Syria is expected to respond to every little incident, which can bring to escalation.
