Palestinians: Israel refused position paper fearing coalition breakup

Palestinians claim that during the last round of talks they submitted a position paper on a permanent settlement, but Israel refused to accept it, fearing it would destabilize the coalition.
Palestinian negotiator Dr. Mohammad Shtayyeh said members of the Palestinian delegation submitted the paper to Yitzhak Molcho, advisor to Prime Minister Benjamin Netanyahu, but Molcho refused to accept it, claiming that if it were known that Israel accepted a paper relating to permanent settlement issues it would cause the breakup of the coalition.
