Al-Arabiya: Gaddafi to transfer authority

In a TV speech he will hold shortly Libyan leader Muammar Gaddafi is set to announce that he will be transferring governmental authorities, the al-Arabiya network reported Tuesday, Skynews also published the report.
It is as yet unclear whether Gaddafi will in fact handover authority. The report hasn't been confirmed. (Ynet)
