Report: Gaddafi to say he still controls Tripoli

Libya's leader Muammar Gaddafi will say in televised speech expected to be broadcast shortly that he retains control over the capital Tripoli, Al Arabiya television said on Tuesday, citing sources.

Arabiya also said Gaddafi would announce "major reforms" including a plan to devolve power to local governments and give them control over their budgets. (Reuters)
