American and European diplomats warned that if Prime Minister Benjamin Netanyahu fails to present a new peace initiative soon, the Quartet – which includes the United State, Russia, The European Union and the United Nations – may be compelled to recognize a Palestinian State within the 1967 borders, with east Jerusalem as its capital, the Los Angeles Times reported on Tuesday.
