Obama to offer financial aid to Arab states

US President Barack Obama is scheduled to give a speech on his vision for the Middle East and the Arab world on Thursday and will address Israeli-Palestinian peace talks. Obama is slated to unveil the US's plan to provide financial support to Arab states seeking democracy.
