African leaders: Gaddafi won't take part in talks

African leaders said Sunday that Libyan leader Muammar Gaddafi has agreed not to take part in negotiations to end the turmoil in the North African country.

There was no immediate confirmation from Libya of what could be a major concession. Gaddafi has failed to live up to promises of a cease-fire, and rebels are likely to be skeptical of this latest reported pledge. (AP)
