UN envoy meets Gaddafi, rebels' representatives

The United Nations' special envoy for Libya says he has met with representatives of both sides in the Libyan conflict, but stressed Tuesday that the talks didn't constitute negotiations as he met the two separately.
Abdel-Elah al-Khatib, Jordan's former foreign minister, arrived in the Tunisian capital, Tunis, on Monday, where he met Tunisia's interim Prime Minister, Beji Caid Essebsi, along with representatives of both embattled Libyan President Moammar Gaddafi and the rebels, who have been battling the regime for months.
