Serbia and Kosovo are resuming talks stalled since July following an outbreak of violence and a series of border incidents that inflamed ethnic tensions.
An EU spokesman said Friday's negotiations will focus on a series of practical matters designed to ease tensions, including the thorny issue of customs stamps. (AP)
