Barak receives recommendations on prisoner swap protocol
Former Supreme Court President Meir Shamgar presented Defense Minister Ehud Barak with recommendations on guidelines for prisoner swap deals on Thursday. Shamgar, who chaired a committee tasked with drafting the guidelines, said the committee discussed whether negotiations should be held, various limits and the responsible elements.
It was recommended to end the practice of appointing special envoys and tasking the negotiations to a designated body. (Aviel Magnezi)
