Abbas: We'll file complaint if Israel refuses to talk
In Cairo, Palestinian leader says letter to be sent to Netanyahu next week says, ' You have made the PA a non-authority'
Chief Palestinian negotiator Saeb Erekat is expected to meet one of Prime Minister Benjamin Netanyahu's aides on Tuesday to discuss the stalled peace process, Palestinian President Mahmoud Abbas said Monday during a ceremony where he inaugurated a new building for the Palestinian embassy in Cairo.
The Israeli aide Abbas mentioned is apparently Attorney Yitzhak Molcho.

Tuesday's meeting is apparently related to a letter the Palestinians plan to send Netanyahu next week which specifies the Palestinian Authority's conditions for jumpstarting the peace negotiations.
A Palestinian official told Ynet on Monday that the Authority hoped the letter would be delivered to Netanyahu by a delegation headed by Prime Minister Salam Fayyad and Erekat, but realizes the Israeli premier may not agree to meet the senior Palestinian officials.
According to Abbas, the letter states that If Israel is not willing to return to the negotiating table, the Palestinian Authority will file a complaint with international bodies.
"Israel must accept international legitimacy and stop construction in the settlements," Abbas said in Cairo.
He said that in the letter, the PA leadership wrote to Netanyahu: "You have made the PA a non-authority. You have taken away from the PA all its commitments and what it was doing and supervising. Now we have been left with nothing."
