Russia: Syria has started observing peace plan

Russia's Foreign Ministry says Syria's government has informed Moscow that it has started implementing UN envoy Kofi Annan's plan aimed at ending its yearlong conflict.
The ministry said in a statement that the Syrian ambassador to Moscow told Russia's Deputy Foreign Minister Mikhail Bogdanov on Tuesday that Damascus had begun fulfiilling its obligations under the plan. (AP)
