The Treasury and the Environmental Protection Ministry have issued a tender for the construction and operation of the biggest trash recycling facility in Israel in central Israel, Ynet has learned.

Environmental Protection Minister Gilad Erdan said that, "Israel is rapidly advancing towards the recycling standards practiced by tip developed countries.

"All over the world, countries have come to the understanding that this is the new economy – turning trash into a resource, creating new jobs, producing environmentally friendly energy and reducing oil dependency," he said.

The Treasury's Accountant-General Michal Abadi-Boiangiu added: "The organic waste recycling facility tender is another step in the implementing the government's policies on advancing renewable energies.

"The project joins tenders issued for solar power plants. I'm sure that the BOT (build–operate–transfer) method will prove to be an effective tool in improving infrastructure, in this case as well."

According to a ministry statement, the facility stands to be the biggest of its kind in the Middle East and one of the biggest of its kind in the world.

The BOT model used in the tender mandates that the winning company plan, fund, construct and operate the facility under a 25-year franchise, after which ownership will be transferred to the State.

The facility is scheduled to become operational in 2016.
