Police Southern District Commander Major General Yoram Halevy submitted to the Knesset’s Internal Affairs and Environment Committee the initial police report regarding the shooting at Bank Hapoalim in Beersheba.
In the report, Halevy referred to the injured Bedouin who was handcuffed when he exited the bank and said, "We did not know that he was a Bedouin. Security forces examined each person, even if it involved unpleasantness. Woe to us if there had been a situation in which the perpetrator had escaped. We also handcuffed another Israeli who had been inside." (Noam Dvir)
