The newspaper al-Hayat reported that the round of negotiations that took place Tuesday in Jerusalem with the Palestinians focused on security. A Palestinian official said, "Agreeing with Israeli ideas on the issue of security will give Israel control over all the routes and major centers in the West Bank. We refused all Israeli proposals and demanded sovereignty throughout the West Bank, agreeing that there would be a third force, such as NATO, on the border.
