On Monday an indictment against a Hamas operative from east Jerusalem revealed the details of his Gaza-handler's prisoner funding operation.

The indictment filed with the District Court accuses Majid Jouba, a Palestinian-Israeli citizen from Jerusalem, of membership in a terrorist organization and involvement in the financial activities of the organization.
The prosecutor claimed that Jouba was recruited to Hamas in 2004 and operated out of Gaza, using his Israeli citizenship to distribute compensation to security detainees serving time in Israeli prisons.
The indictment further exposed that the handler, Bassem Abu Sanina, was one of the men who murderer Haim Carmen in 1998 and that Abu Sanina has recently been incentivizing and recompensing security prisoners – including Palestinian-Israeli citizens – through Jouba.
In recent months, Jouba was handled by Abu Sanina, himself a former resident of east Jerusalem, who received a life sentence in 2000 for the stabbing of Carmen 1998. Since he was released in the Shalit prisoner deal he has been working to transfer tens of thousands of shekels to prisoners, using Jouba as his representative in Israel.
According to the indictment, six months ago Jouba – at Sanina's order – transferred NIS 15,000 ($4,213) to the wife of Khaled Agarbiya, an Umm al-Fahm resident serving a five year sentence for a number of offenses including aiding the enemy during wartime, and transferring intelligence to the enemy.
Jouba also transferred $1,800 – to the wife of Ayman Salhab, who is serving a seven-year sentence for security offences.
