UN human rights chief: Attacks against civilians may amount to war crimes

UN human rights chief Navi Pillay told the UN assembly that "international law requires clear distinction between civilians and soldiers, civilian and military targets, proportions and cautious attacks. Every attack that violates these principles on houses, schools and hospitals, must be condemned and may amount to war crimes".
