UN rights chief rebukes Security Council inaction
United Nations human rights chief Navi Pillay is deploring the Security Council's ineffectiveness on Syria and other intractable conflicts.
Pillay was making her final address to the Security Council before her term ends Aug. 30. She said "greater responsiveness by this council would have saved hundreds of thousands of lives."
