Argentina's Congress debates reform of spy agency

Argentina's Congress is debating a proposal to overhaul its spy agency, two weeks after prosecutor Alberto Nisman was found shot dead as he prepared to detail allegations that President Cristina Fernandez helped Iran cover up the 1994 bombing of a Jewish community center.

The bill was taken up Tuesday by a Senate committee. It would create a new Federal Agency of Intelligence with stricter presidential controls, streamline the declassification of documents and increase punishments for agents acting outside the law.

Fernandez has rejected Nisman's claims and has suggested that rogue intelligence operatives were behind the prosecutor's death. She has said reforming the intelligence services is a "national debt" the country has had since the return to democracy in 1983.
