Arfaih ran over people waiting at a bus stop on Highway 60, just outside of the west Bank settlement of Alon Shvut, on May 14. Four people were hurt in the attack, one of them seriously.
Arfaih told the Shin Bet in his interrogation that he acted alone and out of his own initiative.
He said before committing the vehicular attack, he went out with a knife intending to stab Jews but failed, leading him to decide to take a different course.
A year before the attack, Arfaih was released from Israeli prison after serving time for stone-throwing and carrying cold weapons.
