The Haifa District Attorney's Office indicted Sheikh Raed Salah in the city's Magistrates' Court Thursday.
Salah is accused of three counts of inciting terror and one count of supporting an illegal association.
The indictment was made following utterances made after the Temple Mount attack, some during the funeral of the three terrorists from that attack.
