A successful businessman and the head of a local council were arrested on suspicion of fraud and breach of trust offenses.
The two were arrested along with the director of a local paper and another businessman as part of an investigation into the council's dealings with the owner of a shopping mall located in its municipal area and the director of the paper covering the authority.
