State authorities tasked with ensuring the quality of care senior citizens in need of nursing care receive "fail to carry out their responsibilities and do their best, each in its own area, to shirk said responsibility," State Comptroller Yosef Shapira wrote in a report detailing the failures of caring for seniors.
