The State Attorney's Office indicted Itai Krieger, a 70-year-old resident of the Reshafim kibbutz, for aggravated assault.
The indictment said the altercation came following an instruction by the kibbutz's secretary to cut Krieger's power off due to outstanding debts to the council.
After the power was cut off, Krieger decided to hurt the secretary, waited for him outside the secretariat building and when he saw him arriving told him he had a "present" for him. Krieger then shot the secretary three times, wounding him in the groin, thigh and hand.
