Labor and Meretz to sign the voter surplus agreement

Labor Chairman Avi Gabbay and Meretz leader Tamar Zandberg will sign the “Heskem Odafim,” or voter surplus agreement ahead of the April elections, which effectively gives a small party a second shot at making it into the Knesset.

"We'll sign the Heskem Odafim agreement with our natural partner," Gabbay said.
