The Palestine Liberation Organization (PLO) was founded in 1964 to promote the establishment of an independent Palestinian state in place of Israel.

Headed by Fatah leader Yasser Arafat, who was appointed PLO chairman in 1969, the organization carried out hundreds of terror attacks against Israeli civilian and military targets over the years, but also achieved recognition as the Palestinians' main political representative.

In 1993, Israel and the PLO signed the Oslo Accords, which granted the Palestinians self-governing rights over the West Bank and Gaza Strip, but further negotiations have been stifled since the eruption of the al-Aqsa intifada in 2000.
