At least 17 people were arrested on Thursday when ultra-Orthodox members of extreme sects clashed with police and forced their way into the holy site on Meron where 45 people died in a stampede last year.
Police closed off all entrances until some 400 people can be removed, for safety reasons, causing traffic jams and keeping people waiting under a hot sun for hours.
