State officials said on Wednesday they believe that the detention of dozens of Israelis at Moscow's Domodedovo Airport was intended to send a message to Jerusalem ahead of the arrival of a Russian consular delegation on Thursday to discuss the facilitation of the entry of Russian nationals into Israel.
