Tel Aviv municipality says it is holding an internal investigation into the structural permits on a building in which a 25-year-old couple drowned when they were trapped in an elevator that filled up with floodwater.
The police are also investigating how Dean Shoshani and Stav Harari perished as multiple calls to the emergency services went unanswered.
