Deputy Attorney General Dina Zilber ruled that a conflict of interest which limits Prime Minister Benjamin Netanyahu with dealing with the issue of demonstrations could not be determined.
"There is indeed a certain difficulty in the engagement of elected officials on this issue," wrote Zilber ,"but given the fact that the government is in any case composed of elected officials - in certain circumstances its involvement in the issue is inevitable."
