Ministers Tuesday voted to reopen preschools and grades 1-4 in all cities with a low- to mid-level infection rate, meaning that at least 70% of the community's over 50s are vaccinated.
Towns with high-infection rates will only be allowed to hold classes in groups of 10, including the teacher, in the open.
