The Tel Aviv Administrative Court ordered the Holon municipality to complete the land allocation for the first Reform synagogue in the city, following a petition filed by the Reform Movement and the "Kodesh V'Hol" community, the Reform community in the city. In the ruling, the judge determined that the municipality acted contrary to the principles of equality, religious pluralism and the rights of the Reform public when it decided to cancel the land allocation that was given for establishing the Reform synagogue. The municipality's decision, which was made after Mayor Shai Keinan took office, was overturned by the court, which emphasized that it stemmed from extraneous, political, discriminatory and irrelevant considerations.
