According to an initial IDF investigation, two rockets were fired toward Beer Sheva - one was intercepted and the second directly hit the sixth floor of the damaged building, striking two protected rooms. The rocket penetrated an exterior wall of the building and then hit the sheltered space, and all casualties in the incident were inside the protected rooms, which are small and had issues. One of the protected rooms completely collapsed and the second was penetrated. The rest of the civilians who were in protected spaces in the building emerged almost without injuries.
