President Isaac Herzog is considering reducing the prison term of Jewish terrorist Ami Popper, who murdered seven Palestinian workers in 1990 and is scheduled to be released in five years. This would only happen if there is a deal in which Palestinian militants are released. Herzog has not yet made a final decision, but in recent months, the pardons departments in both the President's Residence and the Ministry of Justice have conducted staff work examining requests from Jewish security prisoners for sentence reductions, claiming a need for 'balance' against Palestinian militant releases that have already occurred in previous deals.
