'We must admit, it's absolutely clear that the only obstacle is Putin,' he said. Earlier, his U.S. counterpart Marco Rubio told him that 'words are not enough to reach a deal that would end the war in Ukraine. Europe must mobilize real resources and political will to help end the war.'
