German Foreign Minister Johann Wodpul said that "Israel's actions in Gaza are not proportional, but a two-state solution can only be expressed through negotiations between Israel and the Palestinians." According to him, the process cannot be accelerated or imposed from outside. When asked about sanctions against Israel, he said his country would discuss the response to actions in Gaza and coordinate the issue with the European Union.
