French Foreign Minister Jean-Noël Barrot condemned the United States' refusal to grant visas to Palestinian leaders, including Palestinian Authority Chairman Abu Mazen. According to him, "The UN headquarters is a place of neutrality. It is a sanctuary of peace. The UN General Assembly cannot tolerate any access restrictions."
