An internal UN watchdog has criticized the global body's top official for failing to follow his own transparency rules when appointing senior aides.
The Geneva-based Joint Inspection Unit said UN Secretary-General Ban Ki-moon's hiring practices are "opaque" and some posts are never advertised.

It also said there are too many senior functionaries and "there is a clear need to rationalize and streamline the number and title of these positions."
  • The authors said they rejected requests by Ban's office to make changes that would "simply eviscerate the entire report."
The report waspublished online last month.
Ban's spokesman said Thursday a response to the report was being prepared.
